No, not at micro-purchase levels. Below the threshold, competitive quotations are not required when the price is reasonable based on market research or purchase history, documented in the file. If your installation's internal policy asks for additional documentation, tell us what you need and we will provide it. We do have a sole source justification to accommodate higher level purchases.
The micro-purchase threshold is $15,000, and the Governmentwide commercial purchase card is the preferred payment method for purchases at or below it. Department of Defense cardholders with the appropriate appointment may use the card up to $25,000. A class-set order is well inside that range, so the purchase does not require a contracting officer.
Yes, and it is quoted separately from materials as a services purchase. Music recording and video production runs at youth centers, school age care, and teen programs. Because a services purchase may be handled differently from a supplies purchase in your process, confirm with your resource advisor before you obligate. Tell us your cutoff date when you request the quote — installation cutoffs usually precede September 30.
The federal fiscal year closes September 30, but installation and MAJCOM internal cutoffs are typically earlier in the month. Confirm yours, then request a same-day quote.

Trying to hand it off in a few hours would be like teaching a doctor to perform surgery in an afternoon — you would get a session that technically happened and a result nobody wants to hear. It is a services purchase for that reason — you are buying delivery. Confirm with your resource advisor how services are handled in your process.
No. We are supplemental. We do not replace your SEL curriculum, your trauma-informed practice, or any program you already have in place. If you run a core SEL program, keep it — ours adds a music-based component alongside it. If you have trauma-informed protocols, training, and referral pathways, those stay in force exactly as they are. Nothing in our material substitutes for them, and our facilitators are not a substitute for your clinical, counseling, or behavioral staff. Your Youth Programs structure and any behavioral health referral pathway stay exactly as they are.
Yes. The session is music-driven and participatory, so a parent who speaks little English and a fourth grader are in it on the same terms.
